Eligible areas are rural locations with no more than 20,000 residents. The funds may be used for a wide range of purposes including the purchase, construction, or improvement of facilities like healthcare, public safety, education, community support services, public facilities, utility services, and local food systems. Grant assistance is offered on a graduated scale based primarily on the community's population and median household income, encouraging the development of projects that serve smaller and lower-income communities with a higher proportion of grant funds.
